Toontown Game Cards are available, while quantities last, at participating Target and Rite Aid locations, and it is up to the individual store whether they carry them or not. Game Cards are currently offered as 30 day memberships for $9.95. The great thing about Game Cards is that you can purchase these with whichever preferred method of payment the store location accepts and the membership will not be recurring since the payment is made in store!

Now, people who say they aren't are wrong, as a wikia contributor I changed and I talked to Flower on how they're still active, go to Target and pre-paid game cards and they will say
Online: Currently Not Available[]
In Stores: In Stock[]
As I stated and bolded, CURRENTLY. That means that they're not sold out, just not available to sell online.
